DescriptionDescription of practiceThe Republika Srpska Institute of Statistics is the competent authority for statistics by law on Statistics of Republika Srpska. Its mission is to provide reliable, high-quality, timely and internationally comparable statistical data, which meet the requirements of decision-makers, researchers and other domestic and international users, while at the same time presenting the situation and changes in the economic, demographic and social area, environment protection and natural resources.
In order to adequately respond to the increase and diversification of use of data and the challenges of a more dynamic environment, the Institute has chosen to introduce systematic quality management processes. The aim of continuous monitoring is the long-term increase of the institution’s efficiency and the improvement of the quality of statistical products and processes. In 2018, the Institute decided to initiate activities for the introduction of CAF quality management standards with the professional support of the Civil Service Agency of Republika Srpska and the Centre for Public Administration Research (KDZ).
Following objectives and results were aimed for with the implementation of CAF in the Statistics Institute of the Republic of Srpska:
(1) to perform the CAF in accordance with the European requirements of the CAF Quality Label (2) to deepen practical knowledge of the employees of the Statistics Institute with the principles of quality management (3) to develop the strengths, weaknesses and improvement measures of the Statistics Institute in a self-assessment process with the employees / self-assessment-group (4) on the basis of a structured action-plan to implement sustainable improvement actions and strengthen the total quality management culture in the Statistics Institute(5) enabling the Statistics Institute to implement CAF by themselves.
Results and outcomesResults and outcomes of the CAF implementationIn a CAF-training in October 2018, KDZ first provided an introduction into the CAF system and self-assessment process. In further steps, a self-assessment questionnaire and specific criteria were agreed on and a report, describing the results of the self-assessment, was drafted. Based on the results of the assessment, actions for improvement were defined and categorised within 10 fields of action. The resulting CAF improvement plan for the period 2019-2021 specifies the steps for the realisation of the final 31 prioritised improvement actions.
