In 2017, the process for the development of a municipal CAF was initiated by the municipal academy of Lower Austria and the Center for Public Administration Research (KDZ). Together with four pilot municipalities, Langenzersdorf, Lassee, Pressbaum and Zwentendorf, a self-assessment framework tailored to the specific challenges of cities and municipalities was designed.
In three rounds of workshops, an introduction to the application of CAF was provided to the mayors and heads of departments of the pilot municipalities and specific thematic areas and criteria for a comprehensive municipal framework were specified. In a pilot phase from January to April 2018, supervised by KDZ, the municipal CAF was applied in the four project municipalities. Based on the self-assessments, individual CAF Action Plans and guidelines for the implementation of the CAF in other lower Austrian municipalities were developed.
